You can also download <a href=\"http:\/\/milhactransition.fr\/wp-content\/uploads\/2020\/10\/argumentaire.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a PDF of our arguments<\/a>.<\/p>\n<h2>The Project will have an environmental impact<\/h2>\n<ul class=\"arguments\">\n<li>Le projet est tr\u00e8s impactant pour de nombreuses esp\u00e8ces prot\u00e9g\u00e9es. Il est positionn\u00e9 en plein milieu d\u2019un important couloir migratoire et dans une zone connue pour sa richesse en chiropt\u00e8res. Le promoteur n\u2019a pas jug\u00e9 utile de d\u00e9poser une demande d\u00e9rogation pour la d\u00e9gradation, l\u2019alt\u00e9ration et la destruction d\u2019habitats d\u2019esp\u00e8ces prot\u00e9g\u00e9es alors qu\u2019il est pleinement dans cette situation.\n<p class=\"eng\">The site is in a migratory corridor and in a zone known for its bats and other protected species. No waiver or authorisation has been sought for the destruction of these animals or their habitat.<\/p>\n<\/li>\n<li>L\u2019environnement proche du parc \u00e9olien accueille de nombreux \u00e9quid\u00e9s qui font partie du centre \u00e9questre local ou qui appartiennent \u00e0 diff\u00e9rents propri\u00e9taires. Il nous semble que les impacts sur ces animaux n\u2019ont pas \u00e9t\u00e9 suffisamment \u00e9tudi\u00e9s et qu\u2019il serait pr\u00e9f\u00e9rable de ne pas menacer inutilement ces espaces.\n<p class=\"eng\">The area surrounding the site houses many horses. Insufficient research has been done into the potential effect on their wellbeing.<\/p>\n<\/li>\n<li>Les tonnes de b\u00e9ton n\u00e9cessaires \u00e0 l\u2019installation vont rester sur place \u00e0 jamais car les proc\u00e9dures de d\u00e9sinstallation de ces machines pr\u00e9voient uniquement le recouvrement des fondations et non pas l\u2019excavation. Le b\u00e9ton ainsi enfoui peut avoir des cons\u00e9quences sur les r\u00e9seaux d\u2019eau qui passent \u00e0 proximit\u00e9, d\u2019autant plus que le projet est positionn\u00e9 au sein de plusieurs zones humides.\n<p class=\"eng\">Plans for the eventual dismantling of the turbines confirm that the many tonnes of concrete used will just be covered over and will remain in the ground forever, a potential pollutant in an area rich in natural springs.<\/p>\n<\/li>\n<li>La construction d\u2019un tel parc n\u00e9cessite le passage de milliers de camions qui vont g\u00e9n\u00e9rer autant d\u2019\u00e9missions de gaz \u00e0 effet de serre et ab\u00eemer nos voies de circulation.\n<p class=\"eng\">The building site will see thousands of lorries coming and going, damaging the roads and polluting the air.<\/p>\n<\/li>\n<\/ul>\n<h2>It is unrealistic<\/h2>\n<ul class=\"arguments\">\n<li>Le projet est envisag\u00e9 dans une r\u00e9gion peu vent\u00e9e. Pour compenser le manque de vent, les machines envisag\u00e9es doivent \u00eatre plus hautes que dans d\u2019autres r\u00e9gions. Ce qui entra\u00eene automatiquement plus de nuisances, plus de contraintes de mise en \u0153uvre et plus de contestation pour une rentabilit\u00e9 \u00e9nerg\u00e9tique tr\u00e8s discutable.\n<p class=\"eng\">The site targeted is ill-suited as it experiences low levels of wind, hence the need for such unusually large turbines for this project.<\/p>\n<\/li>\n<li>Le promoteur annonce un facteur de charge de 26,8% alors qu&#8217;\u00e0 titre de comparaison, le facteur de charge moyen en Nouvelle Aquitaine est de 23,4% (En int\u00e9grant les parcs tr\u00e8s vent\u00e9s en bordure de littoral) et celui de la r\u00e9gion Occitanie est de 26,8% alors que la r\u00e9gion comporte des espaces tr\u00e8s tr\u00e8s vent\u00e9s comme Narbonne, Perpignan,&#8230;). Il nous semble bien mensonger d&#8217;annoncer un facteur de charge \u00e0 26,8% en Dordogne.\n<p class=\"eng\">The promoter claims to expect a load factor of 26.8%, but the regional average is lower, and that sort of figure is usually only seen in windy coastal areas. It seems a misleading figure at best.<\/p>\n<\/li>\n<li>Nous constatons une certaine dilution des responsabilit\u00e9s et des difficult\u00e9s \u00e0 cerner l&#8217;entreprise qui porte le projet. Il a \u00e9t\u00e9 initi\u00e9 par l&#8217;entreprise \u201cSoleil du Midi\u201d, mise en forme par la soci\u00e9t\u00e9 Solveo-Energie et, aujourd\u2019hui port\u00e9 par la SARL \u201cChamps Gazania\u201d. Cette soci\u00e9t\u00e9 ne comporte aucun salari\u00e9, un capital de 1 000 euros et son g\u00e9rant est d\u00e9j\u00e0 impliqu\u00e9 dans 31 autres soci\u00e9t\u00e9s. Il s&#8217;agit d&#8217;une simple structure juridique et financi\u00e8re sans assise particuli\u00e8re m\u00eame si elle semble rattach\u00e9e au groupe Solv\u00e9o Energie. Cet imbroglio n\u2019inspire pas confiance et nous n\u2019aurons pas d\u2019interlocuteur l\u00e9gitime en cas de probl\u00e8me.\n<p class=\"eng\">The corporate structure of the promoter seems shady. Since the project was announced, they have gone by three different names. The current incarnation is a company with 0 employees and a share capital of just \u20ac1000.<\/p>\n<\/li>\n<li>Le groupe Solv\u00e9o \u00e9nergie qui semble la structure la moins fragile n\u2019a aucune exp\u00e9rience concr\u00e8te dans l\u2019exploitation de parc \u00e9olien de cette ampleur. En mati\u00e8re d\u2019\u00e9nergie renouvelable, il a principalement travaill\u00e9 sur des parcs photovolta\u00efques et nous pensons qu\u2019il n\u2019est pas en mesure d\u2019appr\u00e9hender les sp\u00e9cificit\u00e9s du tr\u00e8s grand \u00e9olien, notamment en terme de nuisance vis-\u00e0-vis de la biodiversit\u00e9 et des habitants.\n<p class=\"eng\">Parent company Solv\u00e9o Energy has zero experience in wind farm technology, and usually oversees solar farms. Do they know what they are doing?<\/p>\n<\/li>\n<\/ul>\n<h2>It will have an impact on our quality of life<\/h2>\n<ul class=\"arguments\">\n<li>La commune de Milhac-de-Nontron se trouve dans un Parc Naturel R\u00e9gional P\u00e9rigord-Limousin et b\u00e9n\u00e9ficie d\u2019un environnement tr\u00e8s pr\u00e9serv\u00e9 pratiquement d\u00e9pourvu de pollution visuelle ou sonore. L\u2019installation d\u2019un parc \u00e9olien de cette ampleur va in\u00e9vitablement g\u00e9n\u00e9rer des nuisances en alt\u00e9rant nos paysages, nos ciels \u00e9toil\u00e9s et le calme de nos campagnes.\n<p class=\"eng\">The proposed site is in a completely unspoilt area with zero light or sound pollution. This will all be severely impacted<\/p>\n<\/li>\n<li>Les \u00e9oliennes envisag\u00e9es sont pr\u00e9vues \u00e0 quelques centaines de m\u00e8tres de hameaux o\u00f9 r\u00e9sident des hommes et des femmes. Nous consid\u00e9rons que la distance de s\u00e9curit\u00e9 entre une \u00e9olienne et une habitation doit \u00eatre proportionnelle \u00e0 la hauteur de l\u2019\u00e9olienne. Dans le cas pr\u00e9sent, le promoteur envisage d\u2019installer des machines parmi les plus hautes de France et la distance de s\u00e9curit\u00e9 est \u00e0 peine plus \u00e9lev\u00e9e que les 500 m r\u00e8glementaires. En vertu d\u2019un principe de pr\u00e9caution, par rapport \u00e0 des cons\u00e9quences sanitaires m\u00e9connues, la distance de s\u00e9curit\u00e9 devrait \u00eatre plus importante.\n<p class=\"eng\">The proposed site is just 500m from the nearest habitation. This is the legal minimum distance, and yet the site will house some of France&#8217;s biggest wind turbines. The safe distance needs to be greater for such machines.<\/p>\n<\/li>\n<li>En raison de l\u2019absence de proc\u00e9dure pour faciliter la concertation et co-construction indispensable pour permettre l\u2019acceptabilit\u00e9 de projets environnementaux de cette nature, un climat d\u00e9l\u00e9t\u00e8re s\u2019est install\u00e9 sur le territoire. D\u2019une mani\u00e8re g\u00e9n\u00e9rale, un tel projet menace les liens sociaux et cr\u00e9e des tensions alors m\u00eame que ce territoire fragile demande de la solidarit\u00e9, voire de la fraternit\u00e9 pour permettre \u00e0 toutes les g\u00e9n\u00e9rations et tous les milieux sociaux de bien vivre ensemble.\n<p class=\"eng\">A lack of opportunity for consultation and discussion has created a toxic, polarised atmosphere.<\/p>\n<\/li>\n<\/ul>\n<h2>It is an assault on democracy and our rights<\/h2>\n<ul class=\"arguments\">\n<li>L\u2019enqu\u00eate publique est lanc\u00e9e en pleine crise sanitaire, privant ainsi les associations locales de d\u00e9fense de l\u2019environnement et du cadre de vie de la possibilit\u00e9 de r\u00e9unir les habitants pour les informer. Les personnes \u00e2g\u00e9es, bien ancr\u00e9es dans ce territoire ne vont pas prendre le risque d\u2019aller rencontrer les commissaires enqu\u00eateurs. Le dossier est extr\u00eamement complexe et comporte plus d\u2019un millier de pages. Comment la population peut-elle en prendre connaissance en un d\u00e9lai d\u2019un mois sachant que les synth\u00e8ses propos\u00e9es et r\u00e9alis\u00e9es par le promoteur pointent rarement les r\u00e9elles difficult\u00e9s.\n<p class=\"eng\">The inquiry is being opened during a global pandemic, making it hard for concerned locals to gather and raise awareness. It is also irresponsible to ask people to take the risk of participating in such an inquiry at this time.<\/p>\n<\/li>\n<li>Le projet n\u2019a pas \u00e9t\u00e9 men\u00e9 en concertation. Aucune r\u00e9union publique n\u2019a \u00e9t\u00e9 organis\u00e9e par les institutions et seul le promoteur a organis\u00e9 une r\u00e9union d\u2019information. Cette derni\u00e8re n\u2019a absolument pas \u00e9t\u00e9 men\u00e9e dans une logique de concertation mais simplement dans le but de pouvoir mentionner dans le dossier du projet l\u2019existence d\u2019une r\u00e9union.\n<p class=\"eng\">Throughout the implementation of this project, there has been no serious attempt to engage with citizens or seek our opinions.<\/p>\n<\/li>\n<li>Une fois bien inform\u00e9s, la grande majorit\u00e9 des \u00e9lus locaux se sont d\u00e9clar\u00e9s oppos\u00e9s au projet, y compris le conseil municipal actuel. Il semble qu\u2019ils n\u2019aient aucun pouvoir pour arr\u00eater la machine impos\u00e9e de mani\u00e8re jacobine bien loin des aspirations des habitants.\n<p class=\"eng\">A big marjoity of our elected representatives have declared their opposition to this project, including the current conseil municipal. It seems they&#8217;re powerless to stop it now that it has been green lit.<\/p>\n<\/li>\n<\/ul>\n<h2>It will have an effect on the local economy<\/h2>\n<ul class=\"arguments\">\n<li>Un tel projet n&#8217;apporte aucun emploi local puisque toute la supervision est g\u00e9r\u00e9e \u00e0 distance, en particulier dans la r\u00e9gion de Toulouse et que les \u00e9quipes de maintenance ne sont pas sur place.\n<p class=\"eng\">It will generate no local jobs whatsoever: all workers are coming from elsewhere.<\/p>\n<\/li>\n<li>L\u2019installation d\u2019\u00e9quipements industriels d\u00e9mesur\u00e9s retire \u00e0 notre environnement son caract\u00e8re rural et champ\u00eatre tout en portant atteinte \u00e0 la sp\u00e9cificit\u00e9 de nos paysages. Une telle d\u00e9marche va \u00e0 l\u2019encontre d\u2019un d\u00e9veloppement du tourisme vert recherch\u00e9 par la client\u00e8le touristique qui s\u2019aventure dans cette partie de la Dordogne.\n<p class=\"eng\">The project will rob this area of its unique natural beauty, impacting the tourism on which we depend<\/p>\n<\/li>\n<li>M\u00eame si les promoteurs s\u2019en d\u00e9fendent, il est difficilement imaginable que l\u2019installation de 4 a\u00e9rog\u00e9n\u00e9rateurs de 200 m \u00e0 proximit\u00e9 d\u2019une habitation n&#8217;ait pas d\u2019impact sur la valeur des biens immobiliers.\n<p class=\"eng\">We find it hard to believe that erecting 4 industrial wind turbines 500m from a home would not affect its resell value.<\/p>\n<\/li>\n<\/ul>\n<h2>It&#8217;s not the right way to fight global warming<\/h2>\n<ul class=\"arguments\">\n<li>Le mod\u00e8le \u00e9conomique du projet repose d&#8217;une part sur un mod\u00e8le capitaliste o\u00f9 des actionnaires investissent en vue de faire des profits et d\u2019autre part sur une logique de subventions tr\u00e8s g\u00e9n\u00e9reuses. Cette approche g\u00e9n\u00e8re une fois de plus des in\u00e9galit\u00e9s o\u00f9 certains s&#8217;enrichissent pendant que d\u2019autres ont toutes les nuisances.\n<p class=\"eng\">Only a handful of private shareholders will see any benefits from this project, none of whom will suffer any of the ill-effects of living in proximity to it.<\/p>\n<\/li>\n<li>Selon nous, une approche efficace passe au contraire par des choix plus \u00e9quilibr\u00e9s qui s\u2019appuient sur des solutions \u00e9nerg\u00e9tiques adapt\u00e9es au territoire, une r\u00e9partition juste des profits, une d\u00e9croissance g\u00e9n\u00e9rale et une r\u00e9duction importante de notre consommation.\n<p class=\"eng\">We believe a better approach is tailoring solutions to the needs of the area, with a fair distribution of profits, combined with a general effort to reduce one&#8217;s personal consumption.<\/p>\n<\/li>\n<li>Ce projet nous semble bien plus financier que \u00e9cologique et le promoteur cherche \u00e0 duper la population en s\u2019appuyant surtout sur une \u00e9cologie politique et dogmatique alors que nous avons besoin comme ailleurs d\u2019une \u00e9cologie r\u00e9aliste et pragmatique.\n<p class=\"eng\">This project appears motiviated more by money than ecology, led by dogmatic thinking.
